In order to tackle the competition, Heckler & Koch wished to develop a modern pistol design, but did not have sufficient financial means. In the summer of 1999, the company received a commission for a study from the Pentagon. The Pentagon wanted to have a special .45 ACP pistol designed for the SOCOM (Special Operations Command) for special units of the army, navy and air force. This SOCOM modular pistol had to be fitted optionally with laser, infrared, white light sights, and/or silencers. In 1992, Heckler & Koch completed a prototype which was accepted by the Pentagon. The weapon has a synthetic frame an integrated trigger guard. In the frame in front of the trigger guard there is a groove on either side to mount various devices. Because of the American founding of the development, the pistol is also known as the United States Pistol, and another name introduced in 1998 was the USP 45 Tactical Pistol. The original SOCOM model was called the HK Mark 23 Special Operations Pistol. This double-action weapon has an extended barrel with a thread at the muzzle for a silencer. There is an ambidextrous magazine catch behind the trigger guard, and a safety catch on either side of the frame. The pistol can only be set on safe when the hammer is cocked. In front of this there is also an uncocking lever, though this only on the left of the frame. In addition, the pistol has automatic firing pin safety. The HK Mark 23 is available only in .45 ACP caliber. The total length is 245 mm (9 ½ in). The barrel has a polygonal profile and a length of 149 mm (6 in) including the protruding part with the thread. The height is 150 mm (6 in) and the width is 38.8 mm (1 ½ in). In addition, the weapon has a special combat rear sight radius of 197 mm (7 ¾ in). When it is empty the weapon weighs 1100g (51 1/3 oz.). The double action trigger action is 15 Newton (N). For the subsequent single-action shots the trigger pressure is 20 N. In 1993, the civilian model based on this SOCOM pistol was introduced to the market, the USP. Universal Selbstlade Pistoe. The standard USP pistol is available in 10 different models, each in the calibers 9 mm Para (15 shot), .40 S&W (13 shot) and .45 ACP (12 shot). The 9 mm Para and .40 S&W models of the USP have a total length of 194 mm (7 ½ in), a polygonal barrel with a length of 108 mm (4 ¼ in), a height of 136 mm (5 ¼ in) and a width of 32 mm ( 1 ¼ in). The empty weight in 9 mm Para is 720g (25 ½ oz.) and in .40 S&W it weighs 780g (27 ½ oz.). The model in .45 ACP caliber has a total length of 200 mm (8 in), a barrel length of 112 mm ( 4 ½ in), a height of 141 mm ( 5 ½ in) and a width of 32 mm ( 1 ¼ in). The weight of this weapon without the magazine is 783 g ( 27 ½ oz.). There is an ambidextrous magazine catch behind the trigger guard. The slide catch is on the left of the frame.
